Definition
headroom = 1 − obligation ÷ pool = 1 − 1/coverage, as a percentage. It is 0% in a shortfall and n/a when there are no bonds.
It is price-free: it says how much the pool can shrink, whatever the cause (fewer miner commits, a lower STX price, or both).
